National Intelligence Director a good plan?

I have supported the President and will continue to do so. However, President Bush's decision to implement the 9/11 Commission's recommendation to create a National Intelligence Director troubles me.

The left and the right side of the aisle have cautioned the President against fighting yesteryears war. Now, the commission's recommendation for increasing the bulk of our intelligence agency, the number of handlers between the intelligence gatherer and the decision maker, has been accepted by both President Bush, and by his opponent.

It should be obvious that the war is different, our enemy is different, and yet our tactic is to do more of what we've always done. Wrong answer. My sincere hope is that in the coming weeks, as greater details are released, we'll find that I'm mistaken.

Now the question I have is whether the President and his advisors are acting politically, or do they believe this is the right step.
